The Municipal Capability & Partnership Programme (MCPP) enables government and industry partners to join forces in improving service delivery and tackling current and future development challenges peculiar to mining towns and regions.
Challenges include increasing service demands from fast-growing settlements, rising socio-economic vulnerability of households, and a complex regulatory and intergovernmental environment. The Programme is a collaboration between Anglo American and the Department of Cooperative Governance (DCoG) to strengthen municipal governance capability, the commitment from Anglo American Platinum, Kumba Iron Ore, De Beers and participating sites and the active involvement and co-ownership of participating municipalities.
The Programme is currently operational in eight local municipalities, namely Gamagara and Tsantsabane in the Northern Cape; Blouberg, Musina, Fetakgomo Tubatse, Mogalakwena and Thabazimbi in Limpopo Province and Moses Kotane in North West.
In each municipality, municipal leaders, teams, and relevant industry partners are supported to co-create interventions and strengthen the capabilities required to improve the quality of service delivery and the developmental impact of investment. Through collaborating with municipal teams and partners responsible for basic service delivery and sustainable development, the Programme follows a problem- and outcomes-based approach, with a specific focus on strengthening the functionality of municipal teams and institutions, as well as intra- and inter-municipal partnerships.

The Council for Scientific and Industrial Research (CSIR) is the implementing partner and value-add is enabled through the collaboration of a range of industry and government collaborators.
The Programme is part of Anglo American’s Collaborative Regional Development (CRD) approach through which it collaborates with partners in government, business. and civil society to pursue opportunities for socio-economic development.

In this regard, the Programme is managed in collaboration with other local government and sector partners to ensure that it is complementary to government and industry initiatives in relevant provinces and districts.
