MCPP’S APPROACH
Leveraging Existing Strengths

The MCPP is a collaboration between Anglo American and the Department of Cooperative Governance (DCoG) and includes commitment from Anglo American Platinum, Kumba Iron Ore, De Beers (and their participating sites), as well as the active involvement of participating municipalities
The Programme is designed to be responsive to local realities and fast changing municipal environments. Key elements of the Programme strategy include:
  • Agreement on priorities with partners, and the co-design, regular review, and adaptation of interventions;
  • Collaboration with municipal teams to improve overall functionality of teams and institutions, recognizing the importance of collaboration between units, and psychological safety within teams, as a cornerstone for improved efficiency, learning and innovation;
  • Enabling access to technical assistance where required (e.g., improving systems, processes, instruments, and evidence for effective decision-making);
  • Supporting teams and individuals with access to in-service coaching, mentoring, and peer-learning opportunities, where relevant;
  • Identification of critical constraints and removal of blockages across municipal service delivery value chains (e.g., procurement processes);
  • Augmenting existing partner capabilities (especially towards municipal financial viability) through developing models to improve the sustainability of municipal service delivery in local contexts;
  • Facilitate and strengthen active participation across partner planning and investment decision processes.; and,
  • Generate learning to contribute to industry and governance systems and processes, allowing for greater collaboration and service delivery augmentation.
